• A professional over 22 years of experience in public and private sector with missions in more 70 countries on project identification, acquisition, formulation, implementation, monitoring and tender evaluation.
• International consultant who has been involved as Team Leader, Project Director or Expert in projects with Multilateral Organizations/Donors such as the EU, World Bank, Inter-American Development Bank-IADB, Economic Commission for Latin America and the Caribbean-ECLAC, United Nations Development Programme-UNDP, as well as others government institutions/stakeholders, export promotion institutions, companies and guilds
• Senior Project Manager with experience in formulating government policies, strengthening of institutions for the promotion of export, competitiveness/innovation, formulating investment strategies, green economy-environment and establish dialogue between Governments and public/private/university institutions
• Adviser to the Vice-President of Peru in topics such as WTO Policies, EU Trade Policies, Regional Integration, bilateral negotiation, trade defense instruments -anti-dumping, anti-subsidy and safeguards-.
• Well versed with project methodologies used by multilateral agencies, particularly in EU Project Cycle Management-PCM, including Logical Framework Approach-LFA, Sector-Wide Approaches (SWAp) and Sector Budget Support (SBS).
• Part of the international UNPD team that launched PROMPEX in 1996 (Peru´s Official Institution for export promotion, today PROMPERU)
• Conferences/lecturer, on trade policy, green economy, value chain, competitiveness, regional integration, harmonization of trade and technical regulations, removing technical barriers to trade, setting up associations, setting up export consortiums and cluster.
• Experience in enterprise development and Entrepreneurship Support (Vouchers schemes, Matching Grant Schemes, Business Plan Competitions, Business Diagnostics, Business Incubators), Business Development Services (BDS), SME Policy development, supporting Public/Private organisations, SME Finance/Microfinance
• Wide experience in analysis of viability of products and market studies focused on the implementation and international marketing strategies, brokerage, e-commerce and innovation, trade information (incl. Market Research, Needs Analysis, Design of Trade Information Portals) overcoming barriers to trade, identify foreign distributors
• Institutional strengthening, ToT (training of trainers), capacity building, benchmarking and best practices in Trade Support & Promotions Institutions, Sector Support Institutions and Export Associations.
• Experience of managing teams of international/national experts in complex and sensitive multicultural environments/stakeholders.
• Three years as a Commercial Director of an Embassy.
• Solid experience in Latin America-Caribbean and Africa in projects financed by cooperating entities, a vast knowledge of the Common Commercial Policy of the EU and international economic relations.
